There is no "known" answer to your question. That is because the criteria offset each other.

If a stock is good and low risk it will not be cheap. Other investors have figured that out and started buying which drives the price up.

If a stock is cheap, it is cheap for a reason. Which means it isn't likely to be good, and will most likely be a risky purchase. Perhaps you are hoping for an undiscovered hit. But most of the time when people think have found the next stock which is going to take off, it doesn't!

You should take the "cheap" out of your criteria. Focus on quality and you can find good stocks with a low risk over the long term.

Risk is measured using Beta, which is a stock's historical correlation to a benchmark such as the S&P 500. A stock with a beta of 1 is as risky as the market. A stock with a beta of 1.5 is riskier than the market and should go up 1.5% if the market goes up 1% and conversely should go down 1.5% if the market falls 1%.

If you are looking for good low risk stocks with bright futures, you might check out schwab's A rated stocks/funds, morningstar's 5 star rated stocks/funds, or Value Line's top rated picks. Remember that having a diversified portfolio is the best way to reduce risk, so don't rule out mutual funds if you don't want to lose principal.

With " energy" wayyyyy up , and trade wayyyy up.... I'd look into " solar" or other " alternative energy" companies....and into the dry bulk shippers..( there are just not enough ships to handle all the raw materials and then finished products that are moving world-wide!!) It'll be two/three more years before shipping rates come down.
There is no " shipping " ETF that I know of, but an ETF that will get you into a " few" alt/energy companies is PBW.. reasonable cost, nice returns.
