The 'Discount Window' is an arrangement with the Fed for member banks to give or receive short term money to aid in liquidity. A member is paid for money given, and charged for money loaned.
Commercial Paper is a formal debt instrument issued to investors to fund the short term needs of a commercial / business entity. This paper is short term in nature 30, 60, 90 days to normally a 1 year maximum. Businesses use these facilities instead of Bank lines of credit... usually offering the investor a better rate than they could earn elsewhere, and less than the company would pay on a traditional credit line.
LIBOR is the 'London Inter Bank Offering Rate'. It should be viewed as a primary interest rate index like the U.S. 'Prime' interest rate. In the U.S. many variable rate commercial lines, loans, and Real Estate transactions are based upon a spread to this index. Traditionally LIBOR has been viewed historically as much more stable than Prime.
