Its called a 'New Fund Offer'.
A new fund offer occurs when a mutual fund is launched, allowing the firm to raise capital for purchasing securities.

A new fund offer is similar to an initial public offering. Both represent attempts to raise capital to further operations. New fund offers are often accompanied by aggressive marketing campaigns, created to entice investors to purchase units in the fund. However, unlike an initial public offering (IPO), the price paid for shares or units is often close to a fair value. This is because the net asset value of the mutual fund typically prevails. Because the future is less certain for companies engaging in an IPO, investors have a better chance to purchase undervalued shares.

NFO IS New Fund Offer. A NFO is different from an IPO. While investing in an IPO you know the kundali of the company. You take a calculated risk. In case of a NFO, you do not know how the fund is going to perform.
Birla India Opp. is giving a return of -6.63%. Who would have predicted this at the time of NFO? Invest in a NFO only if the concept is new and you like it. For equity funds, there are so many good performers to choose from. NAV does not matter, wether it is Rs.10 or Rs.100. Your returns are in terms of percentage of money invested.

Occasionally Asset Management Company of Mutual Fund houses issue new funds in the market they are known as New Fund Offer = NFO, NAV(Net Asset Value) of which is always Rs10. It is like the new issue of shares in the market, known as IPO = Initial Purchase Offer. Through NFO, AMC raises funds to invest in the share market.
Investing in NFO is rather very risky, because it is new and no one knows how the same will performed in the long run, than investing in a well performed existing fund.
I would advise; if you are thinking to invest in MF go for those well performed existing funds.
