First you need to know general market direction (stock market indices S&P 500, Dow Jones, Nasdaq). When the market goes down, even the best companies tend to go down.
Now the stock market is consolidating, but, IMO, a year from now it will be higher.

Then you need to know which industry sectors are strong or weak.
Now for example home builders, mortgages, financials and airlines are in trouble. Oil companies are strong.

Then you can pick individual stocks among the strong industry sectors.

As a beginner, you have better chances with a index, than picking individual stocks.
Now the Dow Jones index (being composed of blue chips -very large companies-, will outperform with less risk the S&P 500 and Nasdaq.

Again, 15-20% in 6-8 months isn't a realistic expectation, without active trading and knowledge.

Tech Stocks will surely rebound. Specially those in the HDTV supply chaine and CELLULAR PHONE HANDSET markets.

But this all depends on your risk appetite. It can still dip low before going up.
