Additional Details That's not an answer. Seriously. The money from the bailout bill was supposed to come from the federal reserves and then paid back by the tax payers.

When do you sell short?
Can anyone explain to me rather effectively when and how to sell short? I don't know how to read charts (graphs), I don't know when to sell short. I just need some idea on when and how to sell short. . .

I can't explain charts. I can tell you that you should sell short when you are confident that a stock price is going to decline.
I made a pile by shorting Crocs stock from about $40 down to below $1! I shorted that stock because I knew they only had a single product and that it was a fad.

It can take years to understand and work effectively with "Technical Analysis" (ie, Charts). Certainly not something that can be quickly answered in this format.
Additional word of caution: Unless you have extensive skill in money management techniques..... learning to read/understand charts will not be enough to be consistantly profitable.

You sell short when you feel a specific stock (or the entire market) is going to drop. Sell using the stock symbol or use spydrs for the entire market.

As everyone has stated before me, you sell short when you expect the stock to drop in price.
Keep in mind that you are selling something you dont have you're pretty much borrowing the stock from someone who has it and later have to pay back the shares (dangerous). Lets say company ABC trading right now @ 10 and you sell short 1000 shares . you get 10,000 minus commission. Expecting the stock to drop in price. But if you are wrong and the stock goes to $20. You have to buy those 1000 shares @ 20 or 20k, you just lost 10k
Many brokerages wont let you sell short unless you have margin, option trading and a certain networth and investment experience

Odds are that the market is in the process of bottoming out. Selling short at the bottom of a market is dumb. The time to sell short was one year ago.
