When i sell my stock, My brokerage wont let me use it again until 3 days pass, is that the same for everyone?
My brokerage BanC of America if i sell 100 share of INTC it wouldn't let me either transfer or use it again to purchase something else for a few days, What gives????

I have account with scott trade and my account debited after I sell stock and I can use it to buy anytime I want. No waiting

It is because of settlement dates and because you have a cash account. You can't use unsettled funds to purchase stock. The solution, if not a retirement account, is to get margin on the account which will allow you to purchase again provided you meet reg T.

T plus 3 means that the day you place the trade is T and then you have to wait 3 days (Market open) to use those funds to transfer to another account. However, it is BOA that is telling you that you can not use those funds to purchase something else. That is not a SEC rule. If the funds will settle in the account then you can use those to repurchase something else.

With Fidelity I can use the money right away... it's called making a purchase on " due bills"... I have not yet tried it in E-trade accounts.

That's the law. It's the difference between "trade date" (the date you make the buy or sell) and the "settlement date" (the date the funds move in or out of the brokerage account). That's the SEC's doing, not BOA.

It is to do with settlement dates, the amount of time to pay you the money or the amount of time you have in order to pay for a purchase. All have this policy if you want the cash, but usually once they get confirmation of sale (usually a few minutes) they let you buy something else...I haven't done it for awhile so things might have changed,
