When we least expect it. When all seems lost. When the market collapse is at it's height and people believe it will get worse. At that time it will take all you can muster to get in. And most people will not. Nobody can be sure of when that exact day will be, so the best way is to continuously buy small amounts on a continuous basis.

As long as oil and food prices keep rising adding to inflation I don't think there is room for reducing interest rates, ensuring the credit crunch continues. I think your 2010 is nearer the mark
