You can't. You have to accept some degree of risk to get that sort of return. For instance, you could invest in stocks and get about that sort of return, but that involves some risk. See the link.

Nowhere. A 10% rate of return is probably above the stock market averages prospective rate of return at this point. Five percent is probably the safe rate right now, plus or minus a little due to the Fed rate change and depending on the amount of time you are willing to leave your money alone.
