question is not clear. but still i would try to answer.

It's possible to know the valuations of markets i.e. is it expensive side or cheaper side.
but it is almost impossible to know when (which day, which time) market will turn around, as they say "Nobody can time the market". So it's better to stick to valuations, when it gets expensive, sell it, when it gets cheaper, buy it.

No. No one can predict the future movements of the markets. Not you, not me, not professionals.

There is a theory called the Random Walk Theory. This states that past price movements cannot be used to predict future price movements in any meaningful way. In essence, news moves the markets. Since news cannot be predicted, the movement of the markets or an individual stock cannot be predicted.

Instead of trying to guess stock movements, a better approach is to use a system called Asset Allocation. This is the science of divvying up your money into different asset classes in order to hedge your bets. It also allows you to titrate the level of risk to your own personal risk tolerance and time horizon. Asset allocation is a proactive approach that acknowledges we cannot predict the future. It's OK, though, because you can be a highly successful investor without knowing the future, so long as you practice asset allocation and keep your costs low.

I think you are talking about the volatility of the stock market.
It is part of the trade.

Yes timing is often tried by many of the market participants. The object is to buy low and sell high or vice versa.

When amount of net longs exceed the net shorts in the market you must buy and when the net of shorts exceed the net of longs you must sell if possible short sell to take advantage of the fall in prices.
