The answer depends upon what country you live in. Assuming you're an American, your best option (probably your only viable option unless you have over $1 million in deposits) is to open an account in Canada with a Canadian bank in US dollars. All Canadian banks offer US dollar accounts, and will allow foreigners to open an account without living in Canada. You can access all bank machines in North America and Europe, and get credit/debit cards without any residency requirement in Canada.
