Are £5 coins exchangeable into £5 notes?

Yes you can change it at either a bank or a post office they are not limited as all banks have them in stock theyre just rare because most shops dont like to accept then but you are able to spend them in shops or even swap them in banks you will have no trouble with that.

Yes. They are legal tender. It is presumably a commemorative coin though so if you sold it somewhere instead you could probably get rather more than the face value. Try e-bay for examples of people selling money at more than it is actually worth just because notes are out of date or 'special' in some way.
