The average earnings are taken from a sample of taxpayer records in the UK. When I worked for HMRC, we included every 100th person in the survey. As a previous answerer has said, you need to take into account the fact that some very highly paid people will be included as its a purely random sample.
In one office where I worked in the 1970's, we dealt with Elton John's tax affiars and he was included in the survey one year when he had earnings of £1 million.
The bottom line is that £22k is really a meaningless figure as it very much depends on what you do for a living and where you live. |

Yup, the average is £22,000 a year. But 90% of the working population earn less than that.
So imagine how much the other 10% must EACH earn to bring up the average to £22,000... |

Depends on how they average it out? with all the footballers and really high powered directors on astrinomical wages divide their wages in total by the population and it would be probably right. |

This about right as it is only an average. When taking averages you must remember that in that computation there are people earning less than 10K and others earning perhaps 100K or more. |
