I stronly believe it's a lot harder than that. If they decide they want to be rich, luckily they'll put enought effort into it and end up rising in the socio-economical ladder. However, 99% of our population thinks likewise and this is what makes it so hard to attain.
I've seen many cases of people who, with a strong will, have been able to rise to top-dog levels coming from a very poor working class environment. |

It is a question of probabilities and risk. Someone can decide they want to be rich, go out and buy a lottery ticket and win it. But what were the chances? That's what people need to manage. Having backup plans, saving, investing wisely and diversification are much better ways. |

If you mean changing one's mindset from negative thinking to positive thinking, then the answer is Yes. Rich can have many definitions. Read up on stuff by Norman Vincent Peale and other motivational speakers. You'll find a common theme to their teachings: positive thinking attracts positive results.
