They can trace you through the electoral register simply by going to your previous address and asking the new occupants and your old neighbours where you have moved to. They also have access to all sorts of bank records, credit card records etc which will of course give away your new location. You can run but you can't hide. The knock on the door will come soon enough. |

I guess so since the electoral roll can be seen by anyone at your local library. It is a public thing so they have as much right as anyone else.
If you have debts I suggest you sort it before it goes that far. Write to the company/ies involved offering them what you can afford. Make it clear that you will keep these payments and who knows they might accept. |

Creditors, baliffs and tracing agents can not get your forwarding/current address from the electoral register only, it doesn't work like that.
What happens is these companies/individuals pay credit reference agencies to do searches of your personal information, it is perfectly legal if it is debt related any other use than that they can be prosecuted.
You can not be traced through your National Insurance number or through the tax man it is illegal and the Information Commisioner will prosecute, i have known two people who are currently in jail because of this, you need a court order and given the resources available there is little need for one as the information is readily available.
Companies can purchase what is called an Info disk which is the electoral register on CD however these are expensive and at time unreliable given that you are unable to accurately confirm you have the correct person at their current address.
The best and most reliable places these companies use are the credit referencing agencies, they have numberous debtor tracing facilities which will provide any known address that you have been linked to, your date of birth, any assosiations you have had to other people (only if you have taken out credit with someone) and last but not least whether you are on the electoral register for that address, if it is a previous address nine times out of ten you will be linked to you r new one.
Having experience in this field I can tell you that in less than five minutes these companies can have every address you have stayed at and who was living with you at the time.
Additionally there is a database that doesn't even need your previous address, however you have to start somewhere.

YES! If they have the required clearance they can obtain your details via Council Records - council tax records etc etc - a court can authorise them to do so and the council cannot refuse - or they can simply use the updated web info that is available to them - you are quite easily traced if you have access to the right software |
