you need both your passport (to prove your identity) and documentation to prove your address. this is due to anti money laundering legislation which requires banks to verify that the accounts they open are for real people living at a real address.

If you are socially and financially excluded i.e. you cannot reasonably be expected to provide this documentation due to your circumstances, your bank may accept a correctly worded letter from someone in a position of responsibility who knows you well eg doctor, solicitor, teacher etc

if you are a foreign national who has been living in the uk for less than a year they might accept a letter from your employer.

you need to approach the bank of your choice and check if they will accept any of these.

alternatives to utility bills might include : credit card bills in last 3 months, tv licence, car tax book, driving licence.

I think you will find it difficult. I went through the same problem last year when I tried to open a bank account. They need a utility bill as proof that you actually reside and pay bills.

It all depends on the policy of the particular bank.

If you are in the UK, they do need to ahve proof of residence, this is why they ask for a utility bill, if you live with parents or something, then you wont have one in your name possibly, but what about the electoral roll, are you on that? Talk to the bank and discuss

Under the Banking Act and Money Laundering Act you have to provide ID to open an account.

One piece needs to confirm your name and one to confirm your address.

Name is usually passport or drivers licence.

Address can be utility bill, bank statements (problem), council tax bill, rent book or your drivers licence if you have not used it for name ID.

Speak to the bank of you choice and ask them for their list. They will usually give yo a comprehensive list of what they will and won't accept.

Please note, most banks will not accept mobile phone or credit card bills due to the high incidences of fraud associated with them.

ive opened my last 2 bank accounts with just a paycheck from my job, no other id or paperwork was needed.

You need a bill of some kind I think because you need to prove to them that you live in this country. A passport should be okay but you will still need other proof of identity.

You need picture ID such as a passport and evidence of a UK address so a utilities bill is the best thing to provide. Failing that I think you could use a BT phone bill or maybe a credit card statement - but don't quote me on that!

I am not sure where you live..but here in Canada a valid passport will get you a bank account.
