As far as I am aware, you have to be 16 to open a current account and so therefore I would say no.
Check out some bank websites and go to their T&C's to see what the minimum ages are. You never know, you may find one that will do a debit card for minors.

No you have to be 18 by law. You can get a cash card that'll work at cashmachines but thet'll be it. Banks cant offer this as law says have to be an adult. At 16 you may be able to apply for an electron card (same as debit card but not quiet as good, certain online retailers wont allow them) but that depends on the bank. Best to go into ur bank and ask or ask around before opening and account. (Make sure they are telling the truth as these people work on sales so will want you to open the account) |

(ANS) The real answer is NO!. This is because at 14years old you would still be technically as far as the UK law goes judged to be a child, or a minor.
Banks wont allow a minor to open a current account or hold a debit card. You have to be aged 18years when you are judged to be an adult in law.
**Most banks will allow a minor to have or open a savings account but with no ability to take out credit i.e. cash only transactions (pay in or withdraw cash).
