You might check out Prosper.com. You actually give small loans to people in need. You could just keep turning the money over as people repay you.

What kind of people? People you know like family? Then work with a lawyer to do trust agreements. People you don't know, then go to a poor neighborhood then just start passing out money door to door. You might just brighten up someone's day.
