Funny you should even ask.
Anybody with 23 mil waiting for you should contact you some otherway than bulk e-mail. It is a scam.
In fact, I get regular mails from Spain with a Spanish postage informing me I have won some lotto. The con artists are getting sophisticated! |

No. It can not. If someone was giving you big money they would probably come by in person for a start. It sounds more like the opening round of a scam in which you will be the big loser. |

It's from a foreign country right? I get those all the time and have never responded. It sounds too good to be true to me. Plus they want all of your banking information to "deposit" your money.
I would ignore them unless you want your bank account cleared out:) |
