1. Try to work out a payment plan with one or both of the banks. If you are behind with other creditors contact a good non-profit consumer credit agency to see if they can work out a payment plan for you. Often a good agency can get the creditors to stop interest and sometimes take less than the total due. Especially if the agency can show that the creditors will get less if you file for bankruptcy.
2. See if you are eligible for membership in a credit union. Often they are more flexible than banks.
2a. If your employer uses direct deposit ask if they could put in a good word for you at their bank.
3. If you have a spouse, sibling, parent or friend willing to extend to you, have that person open a checking account in his/her name. After a month or two have him/her add you as an authorized signatory -- not as a co-owner, but as someone allowed to sign checks and make deposits. Cash your paychecks deposit the cash into the account. Have an outside company print up new checks with your name and the account's owner on them. (There are a half dozen of these firms on the Internet). Voila! You have access to a bank account, but the bank does not have it tied to your SSN.
Downside: If your parents, relatives and friends have sense they won't agree, since if you screw up again you will screw up their credit not yours.
4. Discuss bankruptcy with the counseling agency (the bankruptcy court has a list of approved counselors)
5. Cash your paychecks at a check cashing service, have the service write money orders for your expenses. Make sure you put all account numbers on the money orders before you send them off since you will not know if the money order is properly credited to your account until you get a dunning notice. Staple the carbon to a copy of the bill so you can trace the payment if/when the electric company says it didn't get your payment.

do this and you'll pay for all your debts on the first month online!stay only a few hours online each week and make REAL MONEY! i used to have a 22000debt with a few credit cards and after a month i got to pay all of them but still am a big spender.. the only difference is that i can truly afford this.

Unfortunately, you'll have to pay up. Banks have a system they use among banks that's similar to a credit report. Once you're on their list, you have no alternative but settle old accounts. That is if you ever want to see your checkbook again. Sorry for the bad news.

don't listen to the others - most banks go through Chex Systems or Telecheck. Both have websites where you can write to see if your on their list. If your on both of them - try calling around to different banks - most likely smaller ones and ask what system they use before they open up an account.
