90 ramen noodles, box of store cereal and 1 box of oatmeal, powdered milk. Should come to just under 20 bucks. No need for a fridge to waste electricity on, just need a microwave and water. Or just an electric kettle would work too.

Many meals can be made from these ingredients (in some cases with coupons and sales yu might be able to go a whole month for one person if very organized and careful.

Personally, I think the way the above went about it could be improved upon. I would go into a warehouse-like store or cheaper fruit/vegie markets (these may be more of a region-specific phenomenon) with large quantities of food (you'll find them in poorer areas) and buy large quantities of storable foods such as noodles, etc, in bulk, to start off the month. I would also collect as many coupons as possible. If this were to be a long term thing, I would also try to get excess seeds from somewhere or someone and plant them in my yard. I'd go to my local baker at the end of each day and ask them for whatever they could spare (usually they throw older breads out, but they're still OK for a few days, especially toasted) Cheap foods include EGGS, bread, some powdered instant soups and similar products, noodles & pastas, rice.
I wouldn't buy drinks, there's nothing wrong with water or tea (no milk). If I really wanted milk, I'd seek out cheaper alternatives like powdered or condensed milk. Concentrated foods are generally cheaper. Fruit/Veg is damn cheap in Australia, and I can head off to my local market at closing time and buy a full box of fruit (enough for a couple of weeks) for $3-5, depending on what is selling.

Also, I could probably get free/cheap expired or nearly expired goods from my local small store - after all, they don't like throwing out food either! Also, I would locate and be aware of a shelter that could provide me with food just in case.

this post seems dead but, rice 5lb = >$6.00 red beans 4lb = >$6.00 hot dogs x4 packs = 4.00+tax spaghetti x2 pack = 2.00+tax sauce x 2 cans = 2.00+tax eat as little as possible so you can buy "some" ramen next month, working your way up to frozen veggies and soups.
