Depending on where you live you can always hustle a bit of work by shoveling snow from walks or if no snow, cleaning/raking yards. Ask family if you can do theirs or any neighbors around. Wash vehicles or just ask your dad what chores you could do to make a few bucks.

Well since you owe your dad i'll throw asking your parents out the window.
That is unless your mom and dad don't talk much, then try asking your mother(:
you can babysit, do yard work or with the help of an adult sell stuff on craigslist because unlike ebay it's free.
Also with the help of an adult you can post an ad on craigslist for a babysitting job. I've done it multiple times. just make sure that when you meet the people your parents or a trusted adult comes along.
Saving change can help a lot too, once it accumulates go to coin star and exchange it for money, although it takes a certain amount of your money out per dollar. |

Some ideas:
Dog walking
Pet sitting
Try your local grocer and ask for a job like a sacker boy or something
Depending on how much you need, you could ask for an advance in your allowance to cover some of it
Try odd jobs from your neibors or ask family members for them
You could also recycle aluminum cans for profit for the long haul
Or, just promise pay him back slowely, like so much a week or something like that, but keep your promise. Tell him that you have no money, and ask him how you could earn it. He'll understand, and he won't be angry because he'll know that you are trying.
