No, the price want go lower in any case,not unless the seller has a Make an Offer selection also. I have made offers and the seller has accepted my offer and I have got it cheaper, that's the only way. Even if the highest bidder backs out you will only get the item for what you bid and only if you were the bidder under the highest bidder. I have been buying and selling off of Ebay for several years.
