He has committed a crime. You can take legal action against him. Make a police report for the record. Then consult a lawyer.
If you manage to find him, get him to agree in writing to pay you by installments or other similar arrangement. If he defaults on this, you can still sue him.
If your checks bounce because of this, contact those payees quickly and explain the situation to them. And arrange alternative payment methods for them. They should be agreeable in most cases. They don't like it if you disappear and don't contact them, and will take their own legal action against you.

Call the District Attorney for your county. They will properly instruct you on how to handle the situation.
If your own checks bounce, your bank will more than likely charge you a fee and debit your account the amount of the checks. You need to replace the money in your account as soon as possible. |

Call the police, and small claims court.
Your bank will charge you an penalty for every check you bounce, and the people you wrote the checks too will also. |

Depending on the amount of the checks your options vary.You however are responsible for any NSF fees drawn on your account.Most states provide for a penalty of up to 100% of the check amount in addition to the amount of the check.Send him a demand letter,certified then file w/ the courts to recoup your losses |

That sucks.
If he is your friend, go to his house (if he won't answer the phone). Make hime explain. Maybe it was total accident. If not, tell him you need the money. If he refuses, take him to court. Don't forget to take documentation of everything to court. Checks, receipts, whatever. Keep everything. That could make or break your case.
If he wants to work it out some other way, listen to what he has to say before you knock his lights out...then take him to court. |

If he/she sent it in the mail, it constitutes mail fraud, which is much more serious than just bouncing a check. They need to understand that mail fraud can lead to jail time. |
