If you need a haircut, contact your local tertiary trade education institution, like a community college or a trade school. They often have salons where hairdressing apprentices offer cheap haircuts, under the supervision of an experienced hairdresser. They're very cheap.
If you have anything you don't want anymore, consider selling it in your local newspaper classifieds. Selling some furniture, or some cds, or other items might generate some quick cash and get rid of useless junk.
