1) call a bank
2) tell them you want to open an account
3) give them whatever documentation they want, and an initial deposit.
it's definitely not illegal, but you will need to apply to the IRS for a Tax ID Number. |

Go to the bank and ask them. And yes non-citizens can open an account, in fact Bank of America will even give you a credit card. |
