Actually, if your PayPal account has a balance, you will be required to spend that money first before you'll be allowed to use a credit card or any other form of instant payment. Now lets say you have $50 in your PayPal balance but you want to by an item that's $75. Basically the first $50 will come from the balance and the remaining $25 can come from your bank or credit card.

Yes. Ebay uses paypal. Most sellers accept paypal because that goes directly into their paypal account that can be transfered to their bank account.
