All banks have different 'credit standards' and a smart bank lessens their risk by setting up a credit standard. If you show on your credit collection items, then most likely you are not going to get an account. No credit is truly better then bad credit too. A bank should be able to help you out even with no credit.
Keep in mind that banks are businesses and -do not- have to open an account for just anyone who walks through the door. If you even give the CSR a bad vibe, they can tell you no. Banks strive for healthy deposits and wont be seeking out someone who 'might' not keep their account in good standards, and go negative, and never pay the bank back for their abuse.
If this has happened to you personally, then you should know why an account was not set up for you right then and there; the CSR should of explained their standards to you.(that is if you didn't try to open an online account) |

Could be bad credit. If this person has any returned checks or outstanding money with a different financial institution that would also probably cause her to be declined. |

It is either bad credit or at one time a bad check, it can also be no credit as well. I know it seems silly as with a debit card the money is there or it isn't. The bank is just covering their backs! |

Your verification should be positive, then u can easily open an account in any bank, no any bank can refuse, if they do so you can complaint against them to RBI with proper reason. |

Assuming the UK they would run checks with the 2 main credit checking agencies. If they come back with negative/bad reference they will also check further.
It is all automated so unfortunately you don't really have a 2nd chance unless you know your credit record is good!
Get a copy of your reference (was £2) from Experian. They were running a "free" check up service if you signed up for their (fee paying monthly) service which you can cancel as soon as you get yours! |

Most banks do not care about your credit history unless you are borrowing money. The cause of refusal or denied bank account is probably a delequint account already opened at another bank. Alot of banks use a telecheck system and if you have any bounced checks or negative closed bank accounts then that bank will deny you on account that you are a risk for the bank! |

I would think either the person is under age or they don't have the proper i.d.
Credit shouldn't have anything to do with opening a debit account.
