Miss H | Any ideas - Problem Neighbour? |
Myself and my fiance have been living in our current house since july last year. We rent it from Leaders.
During our first viewing of the property, the neighbour took the leaders representative aside and agressively complained about the previous tenants and the noise they made. Upon moving in, we introduced ourselves and told both sets of neighbours not to hesitate to contact us if there was ever a problem - we even gave them our mobile numbers.
So far the neighbour on one side has asked us to turn down music about 3 times - which we have done. Because of her complaining we moved the speakers and never turn on the base. We were off one day and were watching a film in the middle of the day with the speakers on and got a very nasty note telling us to turn it down! We complied.
Back in March I held a dinner party for close family - she came round at 10pm and screamed at us to turn the music down (music was on so low we could barely hear it in the same room) Additional Details she mumbled something about not being happy about our dogs then stomped back home.
Yesterday, we recieved a letter from Leaders saying that a complaint had been made against us because we have our tv on too loudly and the dogs bark "Constantly".
We work shifts so the dogs are never on their own more than 5 hours. they do bark when someone comes to the door and when a cat is in the garden but that is it... and that is during the day... never at night. They are guard dogs and we do encourage the door barking (we were burgled in our previous property, before we had the dogs). |

Ah ! Leaders.....I nearly shut down.
You I am afraid are in the classic "I don’t want the house next to me to be rented" syndrome. She is going to complain even if the pope lived there. So she can put up with every other Saturday Premiership (yes!!!!!) sorry, football teams making all that noise, wee ing in her garden, and fighting on the pavement, and that’s just us women.
No seriously, this woman is a serial moaner, she has written to the agent, who should ! have sent you a letter with her complaint. This is standard practise. That is as far as the agent should go, if he receives another complaint, he should inform her to contact environmental health, and to be honest with you, if my life was blighted as much as she says, I would have done that ages ago.
It is good that the other neighbour is so nice, and can vouch for you.
As for the new contract, unless you are a total nightmare, they will give you a new contract, they will not want to find other tenants, the landlord will not want to pay all his fees again.
You are entitled to use your home, as long as you are not being a pain to everybody around. She is wining, by getting you so worried that you cant have a film on, hold a family dinner party, or enjoy the dogs in the garden. As long at the noise is acceptable to the other neighbour, then carry on as normal.
If she comes to complain, just tell her politely, that you feel the music/tv/dogs are acceptable, and you will not be turning anything down.
If she does go to environmental health, they are very very good.
As you can maybe tell, I am from Pompey. I hope next Sat is glorious and everybody takes their TV into the garden in your road!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! |

I'd keep a diary of everything that has happened, dates, times etc. you might need it if they go to local council to report noise levels. do you hear their music, or when they have friends round? they might just be the kind of people that have nothing better to do than complain! as for your dogs, you cant help them barking. |

You have two options.
1. Get out of managed housing as soon as possible.
2. If they are complaining about you then chances are that they are complaining about others around you also. Go to your other neighbors and see if this is the case and then all of you just begin beotching about everything they do and fill their box with complaints. They eventually will get the idea. I used this strategy myself wth resounding success. |

Get the nevironemtnatl health people in to check the noise levels or tell give your neighbout=r the phone number for the relevant department and tell her to contact them if they she thinks you are noisy. otherwise tell her to go to a hearing specialist to find out why she is so hyoersensitive to low levels of sound (NOT noise) |

it all depends on how loud she thinks you are playing the music and what music you are playing one persons great sounds are another persons nasty noises i have more sympathy with this neighbuor, sorry, as i have a guy above me who belives i should hear his music and if you could understand that it is an invasion of privacy then i belive you whould be more sympathetic with this woman |

You have an over sensitive neighbour by the sound of it.
I suggest that you complain to the council that she is harassing you. The problem being no doubt she is doing the same thing about your probably.
You need to keep a diary of events and send a copy to the council about the behaviour listing any witnesses especially anyone such as the agent who can verify her manner.
You can ask the council to speak to her. I should add most councils have noise patrol and dog wardens who check on barking dogs, and think you should ring them for advice and tell them of the complaints she is making and they are unfounded. I think they will probably be on first name terms with her.
You could possible take out an injunction for harassment, but it takes lots of proof (your diary will be needed) and is it really worth it?
She wont change, and sounds like she is very vocal. no doubt the walls are paper thin, its not a new home by any chance is it?
As its only rented accommodation I suggest that you complain to Leaders for not warning you about the woman and her behaviour and go to another if you want any peace. Although the council will help you very often they offer little more than mediation or eviction.

Sorry but my sympathy is with the neighbour. I have lived in noisy blocks of flats and as a result I don't believe any amplified music should be allowed in homes where there is a party wall, not even terrace houses. Most homes were built before amplified music was invented and the sound (especially the bass beat) travels at even low levels. Just like snoring, it is impossible to block it out, even with earplugs, because it goes straight through the skull. If you must play music, why not use cordless headphones? |

as for you neighbours - sod them ignore them - your allowed to listen to music -
tell the neighbours to complain to the council - they obviously have nothing better to do......... |
