This answer relates to UK property letting.
There are two cases in which the landlord HAS to provide a smoke alarm:
1: If the house is an HMO (house in multiple occupation.) Since you are living in a 2-bed terrace, this would only apply if you shared more than 1 unrelated person to a room.
2: If the house was built since June 1992, then the house MUST have a mains-powered alarm on each floor.
In addition, the Landlord owes a "duty of care" and could be held liable if there were damage or injury in a house/flat without alarms. For this reason many landlords fit alarms as standard (I do in my rental properties!)
Where the alarm is battery operated, then the landlord should have made it clear that YOU are responsible for regular testing of the alarm and notifying the landlord if batteries need replacing. |

It is required by law that the house has a working smoke detector. This is one reason that landlords like to change the batteries themselves once a year, they are responsible to know that it works, even if it makes more sense that the resident would change the battery.
This is true throughout the US, and I would presume in other developed countries as well. |

Yes, it is now a requirement for landlords to put smoke alarms in rented out accomodation. Not sure if its the law.. link attached
Fire safety
The 2004 Housing Act requires the landlord to do several things about fire safety:
there has to be an adequate means of escape
depending on the size of the property, there may have to be smoke alarms and fire extinguishing equipment
If the property is a considered to be a House in Multiple Ocupation (HMO) by your council which is subject to licensing, your landlord must also comply with license conditions in relation to fire safety. |

In many areas, smoke alarms are a requirement. In others not. I always equip my rentals with smoke alarms and change the batteries annually, whether or not needed. The cost is quite insignificant, since a simple smoke alarm can be had at Home Depot or Lowe's for less than $5.
As a side note, I also regularly check the smoke alarms. I have found that quite a few smoking residents simply remove the batteries because their smoking causes the alarm to activate. THOSE tenants get a certified letter advising them that they are NOT allowed to do so. |
