Assuming you are talking about a municipal water corporation, the owner of the property is legally responsible for paying the water bill. This responsibility can be transferred to the tenant by contract. If your lease is silent on the issue, then the landlord is responsible. If the lease says that you pay it, then you are responsible. Many landlords do not allow the tenant to pay the water bill because a past due bill will become a lien on the property. If the tenant does not pay it can leave the landlord with a large bill which includes fees etc. and they must pay it or the property will be foreclosed.

usually it's you, but there are occasionally contracts (especially in student accommodation) where landlord pays. Best ask the landlord/estate agent and read the contract carefully. Sadly though, it's likely you'll pay.

It depends on the terms of your lease - if the rent is fully inclusive, then it will include all the rates, etc. If the rent is exclusive, it means that you have to pay all the extras, etc.

Where in the world are you? Generally speaking - there are 2 types of water rates here (Australia). If it's metered i.e. a meter measures how much water you use - you pay for that. If it's rated (no meter) the landlord pays (but it will be factored into the rent!).
