Look over your rental agreement and see if there is any mention of refunds. Did you leave the apartment in a mess or skip a month's rent?
That could be a couple of reasons why you were
denied a refund.

Depending on your state there may in fact be a law regarding this. Check the states attorney website or contact them directly.
Typically the rule of thumb is at least 7-10 business days but no more than 30/31 days.

In most states it's 30 days after the lease ends, not necessarily the day you move out. So if your lease ended on the 30th of the month and you moved out on the 21st, then it would be 30 days from the 30th.

In many states if the landlord does not return the deposit in a timely manner and/or does not detail why they are keeping part of it, you can sue for treble damages.

NEVER allow a landlord to do a walk-through without you present.

Read your tenancy agreement carefully. The landlord has the right to keep the deposit if he/she wants to carry out property checks i.e. inventory (usually it's done on the day or a day before the tenancy agreement expires). If there is damage or the property requires cleaning they can keep some of your deposit to cover the costs. Otherwise when the agreement expires and a tenant wants to move out and the property was left "as you found it" deposit should be returned immediately.

After a month, tell him your lawyer will be serving him with court papers - and he can expect to pay twice your deposit when you win the judgment.

The law merely states that it must be returned within a reasonable time. Reasonableness can be defined anyway you like. The landlord may wish to inspect the property and obtain estimates for any damage caused or any specialist cleaning that may be needed. On the other hand, he may find the property in a perfect condition, and give it back immediately. I would wait no longer than 4 weeks at the very most
