No, they cannot change the rental rate while a current contract is valid. Your current contract must expire for the rent to be increased (unless you are in a rent control building). Once the current contract is pending expiration, the landlord must serve you a 90/60/30 day notice of rent increase. The amount of time for the landlord to send this notice varies by state and the % amount they are increasing you by.

he can only do this is your current contract has ended.
once it has ended then he can rais it to what ever he wishes.. but if your contract has ended and you have still not signed a new contract stating this new amount then he still cant charge you more
