Can a manager @ my current apt. tell someone who calls to verify tenancy that I owe $6,000 ( wh?
owe $6,000 ( I don't and was never given any kind of bill for that amount- this is the first I heard of it from someone I just met), disclose that I was renting under a subsidized program ( I was not applying for subsidized housing and NEVER mentioned this to the leasing agent @ the new apt.) and do this without any permission from me to discuss this with anyone? I was approved for the apartment until the leasing agent at the new place called and was told all of this. She then said she couldn't rent to me until I had cleared up the debt. Did the landlord break the law? Are there laws in California about privacy on matters like this? Can I sue the landlord for doing this? It cost me an apartment approval and the $30 application fee. I currently live in the property that claims I owe $6,000 and am trying to move out of it.

"Landlord", based on your nasty tail sentence and other "answers" I have seen you leave, you sound like an idiot who logs on to take out your bitter frustration that you have on other people in your life & looks to project them on others.. Get therapy!
There is NOTHING in my question that "seems" like I am trying to "screw" the landlord, but based on my experiences living here, the landlord can

If you signed your rental application at the new place it is completely legal to discuss all of this. No laws were broken, your "privacy" was not compromised. This is actually the kind of information landlords are looking for when they call, what kind of renter are you. It sounds like you are the kind to screw the landlord.

Your permission is not needed to disclose truthful info.

Most rental applications have a disclosure clause just above where you would sign the application. This disclosure clause gives the potential landlord the required permission to contact all references listed on the application and gives the references the required permission to answer questions if they opt to do so.

Yes they can, that's the point of referrals and past tenancy verification - to see how you are as a resident, see if your current rent is up to date and if you pay bills timely.
However, if the debt is false you should discuss it with your current property manager, could be a glitch or misunderstanding.
