not unless there is something in your lease contract that says something about them being able to occasionally charge you fees for miscellaneous maintenance--or something to that effect.
you should read your contract.
i feel you though. i hate everything about landlords, apartments and so on. they know a lot about your finances because most places make you fill out an application and they figure if you have enough to rent the place, then they can squeeze you for even more. |

Your lease is the legal guide here. If there is a clause saying that the tenants shall pay for chimney cleaning, then you have to pay.
If there's nothing in the lease about it, you don't have to pay.

Read your lease. Are they allowed to assess the charge? If yes, they can do it. If not, then they can't. |

Check your lease to see if you are responsible. That should be general maintenance that your landlord should be taking care of, just like mowing the lawn. |

All you need to do is read your lease. If it doesn't say that you need to pay for it don't sweat it. It is the owners responsibility. |

I wouldn't pay anything till I checked my lease. I've never heard of anything like that before. The chimney doesn't even belong to you it belongs to the complex. My chimney was just cleaned at my complex and there wasn't a fee. If they'll charge for a chimney cleaning they might try to charge you for routine maintenance also. I'd contact the management company of the complex next if you don't find anything in your lease. Don't contact the apt. manager but the company. That is just stupid. I've never heard of charging for anything like that. |

Yes, a landlord can charge you to repair any and all damage that you caused, even if you paid an applicaiton fee or cleaning fee, or even if the amoung of damage exceeds your security deposit. |
