NO, though some councils may have a procedure where a tenancy can be bequeathed or transferred to an immediate realtive, eg from mother to son. |

NO!!! Not legally anyway. Its called Sub Letting in the UK. You will lose your council home if you do this besides getting a criminal conviction. BE WARNED!!!

you cant simply sign it over though it may be possible to 'leave' it to someone who is living in the house with you. you may also be able to add the friends name as a joint tenat and then remove your name afterwards. |

Only if the council agree, vet the prospective tenants, and decide that they should be allowed to take it over.
They'll need good reason for effectively jumping the queue.
But it's most unlikely, otherwise you'd soon see a blackmarket trade going, for those wanting to leave a council house will try to get some cash from people who would want a council house. |
