It depends on your contract, and it would be explained in that form.
You probably don't have a contract, so neither side has any legal rights or legal protections, beyond what anyone else has. If your roommate keeps your property then that is theft. If your landlord keeps your property then as per the lease agreement they would be correct. |

If the stuff legally belongs to you, then by law, no. |

If they are your property, withholding them against your will is considered theft. If you care about the objects enough then involve the police. Part of their job is to mediate disputes, make them earn their pay. |

no they can't. the police can allow you to get any items that you need for hygeine and school/work. they won't let you get things like tvs, ext. you'll have to sue for those. |

Not even if you owe them money, with holding someones personal belongings is illegal in all landlord tenant courts. Lease or not, there is no clause that allows anyone to keep personal property. Call the police if you have any problems with getting your things and tell them you need an escort to get your things and take pictures of eveything and also of things your not able to take at one time, like if you need to do it in two or more trips. |
