Generally, there will be clause in the agreement for refund of deposit. Have a closer look and find out whether you cleared all the dues like telephone, maintenance, electricity and any provision to keep the houses repaired, painted. If you do not fall under any of the category ask for a writted explanation if that still does not work take legal recourse

No, he/she can't. The landlord needs to explain which condition of your tenancy you broke in order to lose your deposit. Write a letter to the landlord asking this. Send it recorded delivery and keep a copy. If no explanation is forthcoming, take both to a solicitor; or if you're daunted by that, to the Citizen's Advice Bureau where advice is free. Look in your contract if it says he can you can do nothing about it.
Deposits are usually returned if there is no damage to the property.

No. I would file a small claims suit against the landlord for the full amount of the deposit and have him/her explain it to the judge.

In some states, FAILURE by a landlord to return a deposit in 30 days OR failure to explain why, can results in TREBLE DAMAGES for you.

No he can't ,go to small claims court it will cost you around £50 but will cost him at least £1200 to represent himself, I'm very confident he will settle....

one time i left a house in perfectly good order but the landlord kept the deposit on the grounds that 'several' light bulbs needed replacing!
in my experience most landlords are very greedy little men that deserve to be grassed up to the taxman.
trust me, none of them declare their rental income!

If you turned in ur place nice and clean than u should get ur deposit back...but if something was wrong than he should tell u first than takeoff price of damaged part, but he cant keep all of the deposit...jest when there's too much of damage to the place.
I'll give u a hint for the next time, next time u rent a place, pay-attention to all of damage's that was before u move in and take a pictures of all damaged things so that u have some proof.....sometimes when u move in he/she says "yea i know about that damaged part" don't trust them, they want ur money so bad that they make any crap up to keep ur deposit.
Ex. Then u moved in and door was broken they say it fine than few years when u move out they said that it wasn't there and that they don't know what ur talking about...

Did you supply your landlord with a forwarding address? If not, it may affect how to follow up. Some states do not begin the deposit return "clock" until the landlord receives a forwarding address in writing. You will have to check your state's laws.

No, he cannot just keep your deposit without explanation.

Every state has laws regarding the security deposit return.

Most states require the deposit be accounted for and returned within 30 days. Check your state's landlord tenant laws to see exactly what time frame the landlord must send it by.

Some states allow a tenant to sue for double or triple damages if the landlord fails to send the security deposit/accounting within the set timeframe.

After checking your state's laws, send a certified mail, return receipt requested letter to your landlord, stating the law, demanding the full return of your deposit or you will be forced to take him to Small Claims court. Give a timeframe in which you demand the deposit be returned - like ten days.

If you do not get the full return, file in Small Claims. You do not need a lawyer and the cost to file is minimal.

if you left the place a mess and damaged it, and the cost of cleaning it up or fixing it equalled the amount of the deposit or more, than yes, he can keep it. But he does need to let you know why
