No, a landlord has no right to do that. If you are renting this building and there is nothing about standing infront of it in the lease you have a right to be there. Unless, it's not something you are renting and it is private property.

If you were just sitting, no. But if the tenant was blocking others from exiting or entering the building, or if the tenant was violating a fire code, or if the tenant was being abusive.... yes.
