my friend is looking for a premises to start an organisation, can she transform the ground floor of her house.

You will have to get permission from the council (change of use). They will then have to work out business and home council tax. She will also have to register as self employed.

You would have to get Change of Use permission from your council planners to do this. The neighbours would not be happy to be paying huge council tax to live next door to a business in the middle of a residential area.

The area must be zoned for business and you must have a permit to operate.

My Boss recently did this exact thing with a run-down mansion he bought. The council originally said NO way, it stays residential. But after a while, and becoming a bit of an eye-saw, they agreed to let him use it half for business and half for residential (cause he'd then make it look neater)
Moral is, unless shes got a bargaining chip to use with the council, shes got little or no chance (unless they are having a good day?)

Depends on what type of business she intends to operate, first and foremost. What is it she wants to do?

Does she need to have any particular licensing for her trade of work?

Example you couldnt just set up a fireworks factory in your house if you felt like it.

But you could turn it into a B&B if you wanted.
