You can get a tenant lined up, and a rental contract drawn up ready for signing immediately you have completed on your purchase contract (ie money has changed hands), or you could sign a rental contract contingent on completion of the purchase, with the rental starting from the completion date.

You really don't have the right to rent it out until you bye the property.... unless the current owner says it is Ok. Kind of risky though for the person who wants to move in.....what if the loan doesn't go through and they have to move again???

Until you close, you have no right to the house.
In some areas with CC&R's, you cannot rent out your house, it must be owner occupied.
