Depends on where you live but yes, if you have no debt and have 5k-20k to put down on a house worth 80k-200k and are a first time homebuyer, absolutely.

Just make sure to get a 30 year fixed rate, nothing with balloon payments or adjustable rates that could skyrocket your monthly payment.

Your house payment should be about 30% of your gross monthly income. ($500 X 125% = $625; $625 X 52 = $32,500; $32,500 / 12 = $2,708; $2,708 X 30% = $812)

$50 / mo. Taxes
$100 / mo. Homeowner's Insurance
$661 / mo. Principle & Interest ($90,000; 8%; 30 yr fx)

$811 / mo. PITI

If your total debt does not exceed 50%, you can afford a $90,000 mortgage.

It depends on a lot of things: 1, is that monthly income or weekly/bi-weekly? 2, is that all taxable income you have or do you have any other income? 3, what is your credit score? 4, how much downpayment are you going to put? 5, which state are you in? If you are in a state which allows stated income and stated assets program, and if you have a good credit score, then you might qualify for a home loan if you put 5%+ down . OR you can try to find some family member of close friend to co-sign with you.
