Absolutely. They are in writing. You are expected to read them. You are required to obey them. The rules related to the inside are limited to what affects the association. For instance, in my condo, I cannot install either a garbage disposal or a washing machine and dryer. The water system is not built for the disposal and you would have to make structural changes in the plumbing to install a washer. Also, there is no vent for the dryer which violates all building codes.

Noise is also regulated. Since my stereo sound goes beyond my four walls, it can be regulated. That also applies to my foul-mouthed uncle although in my case, he is long dead so the rules aren't needed for him.

When you buy a condo or rent one, there is a clause that states clearly that your rights are subordinated by the rights of the association whose rules are part of the sale or lease contract.

The HOA doesn't own the inside of your home but does control some of the things you can do in it. They do own the outside walls. They can limit the number of pets you can have but not the number of children. They can, however, regulate what your children and pets can do on the lawn!

Condo may be different than a townhouse association. While you could potentially change the interior configuration of a townhouse, you may not be able to do that in a condo environment. Otherwise they are similar. Most properties with associations have rules regarding the exterior of the property, common area's, lawns/yards, exterior finishes, look, etc.

Yes, the HOA can place restrictions that concern the inside of your home, provided the restrictions are not unreasonable or arbitrary.

Restrictions concerning pet ownership, number of occupants, and home-based businesses are common, and enforceable. Something like a restriction on the color of your carpeting, or the type of furniture, or other restrictions that do not affect the community as a whole, would be unreasonable and unenforceable.
