The house right now is usable and functional. There are a few things need to be done like putting screens on windows, replacing the kitchen cabinets, and putting doors in bedrooms and closets. The appraiser should have a good idea of the value of the house as is. Thank you for your advice. |

An appraiser can determine value on an "as is" basis, or "subject to completion". If the "subject to completion" method is used for lending purposes, a final inspection would need to be done before the lender will close the loan. The final inspection is an added cost. So if you can finish the home first, that would be the best option. |

No, an appraiser can give you a valuation at any stage of a home being built or remodeled. However, if you need to sell it or get a loan, there may be requirements to be met in order for that loan to close. |

In most cases yes, because the appraiser will need to take interior photos of the property. If the house has obvious defects than the appraiser will do something called a 442. 442 meaning you must rehab the portions of your home before you can officialy obtain financing for it. The only other option you have is to find a bank that does what is called a, "drive by appraisal" meaning there are no interiors photos taken. Usually you need a strong credit score and a good history of making you home payments on time to qualify for this kind of a loan and in todays market it is becoming more and more uncommon. Lastly there are some lenders out there that will allow a certain amount of unfinished improvements depending on the dollar amount, but again this is becoming more and more uncommon in todays market. The appraisal can be done in two different ways: "as-is" or "subject to". The first way is just like it sounds. It's doesn't matter what you have planned, the appraisal is done on how the house is today. The second way is "subject to", where you tell the appraiser what you plan to do, and they factor that into the value. In a lending sitation, the appraiser would then have to come back and do a final inspection to make sure you did what you said you would, and the value is complete.
I do many appraisals for investors on a "subject to" basis because they want to know the end result of their initial investment before they spend the money on the rehab. |

Unless you submit plans and specs and request that your home be appraised "subject-to" those improvements, the appraiser is required to appraise it "as-is".
Then, if you do it "subject-to", they'll have to reinspect the home once the work is done, to certify that the home is worth as much as it was estimated to be. |
