It depends on what the landlord says. Some places are all bills paid and some you have to pay the bills.

Technically, a landlord doesn't have to pay for anything. It is the responsibility of the tenant to pay for whatever the tenant needs. Some will pay for certain things either because it is easier on them to do it and include it in the rent or because it makes the property more attractive to prospective renters.

no. They will usually tell you what they will and will not pay for in the lease. Some pay and some do not.

They don't have to include it, but they have to tell u in the contract so u should take it in consideration when u deside to take a place

Read the lease (all 10 pages of legalese). Generally, if the landlord has an obligation beyond giving you the key and access to a tenantable property, it is stated in the lease - and if it's not stated in the lease, it is not the landlord's duty. (Better leases identify almost all the needs of the tenance and allocate them among landlord and tenant, but these are relatively rare).

No, landlords have to pay the mortgage, taxes, and home owners insurance. Tenants pay rent to the landloard and utilities costs to the utility companies. There are some landlords that will pay some or all of the utilities and just inlcude it in the rent amount to make it easier or more convenient for the tenant. If I were a landlord I would not include the utilities- I would let the tenant worry about it. If they ever just moved, I wouldn't be stuck with their unpaid utilities on top of the unpaid rent.

The landlord isn't required to pay for any extra utilities/amenities unless specified in the rental agreement.

My Rental is connected to my house's electricity so my tenant isn't billed for any electric use, and I don't want garbage piling up so I pay $58 every 3 months for garbage service she just has to remember to take it out to the road.

One more thing you can check on www.dca.ca.gov to check out the responsibilities of the landlord.

Laws differ from State to State. A quick call to your State's tenants rights office will tell you what the minimum is.

However, I think most people would surprised what the law says in their State. In most States the landlord by law can not charge you for only one thing -- water. Most apartments give more of course but that is usually what the law says. So except for water everything else is negotiable.
