At all the properties that I have ever worked at the tenant paid water... So the answer to your question is they can be... depends on what the lease says

It has to be spelled out in your lease and usually rents include the cost the landlord has for trash removal, snow removal, leafe pick-up, etc.) If it's not in your lease, you are not obligated to pay it, but remember if you don't, she's not obligated to renew your lease either.

It varies... my old place, I paid all utilities, including trash, water, electric, sewer, and gas. I recently moved to a new apartment, where I pay electric, gas, and trash. That's something you need to talk to the prospective landlord about.

No. Everything is negotiable. It may be customary in some areas, but it's not a law.

Sometimes if you live in a rent controlled apartment there will be a local ordinance says you have to pay a percentage of certain expenses in the form of a surcharge on top of your rent. It differs from place to place.

Bottom line ... If you don't agree to the terms, don't sign the lease. And if it's not in your lease ... you are not responsible.

In most cases, yes. Read your rental agreement. Unless it specifically states that utilities and trash pick-up are included in the rent, you are responsible.

Look in your rental agreement, you should have a copy from when you first leased the apartment. If it states that you (tenant) are responsible for water & trash, then yes you are. If it says nothing about it then you aren't responsible, but I think most apartments now make the tenants pay for these.

But think of it this way. The trash and water are never free, but they might be "included" in the rent.
