You must submit proof of funds OR a preapproval letter from a lender. See a local Realtor for the procedures. Foreclosures are listed with Realtors.

Any time you borrow money, your credit score comes into play. Whether the home is foreclosed or not, the amount of money you can borrow and the interest rate are determined by your credit score. If you're not borrowing money, they may still want to have a look at it.

As long as you are getting a loan then your credit rating is very important. The banks will raise the interest rate on your loan based on how low your credit rating is. After a certain credit rating the banks will probably not approve your loan because they think that loaning you the money will be too risky.

The answer is, yes and no. Got you. Yes, if you want the best rates and terms, no, if you have a steady job and can show you pay "non-rated" credit items on time. Some alternative items to credit are: telephone bills, insurance premiums, rent payment reciepts, and local accounts with merchants who don't report to credit bureaus, to name a few.
You also need some money to put down, and some left over after the purchase is done, called reserves.
You also need a knowledgable attorney, because forclosures may have additional items to deal with. FYI
