Your landlord needs to fix the roof. That's a structural item that is his responsibility, unless you broke it. As far as heating and air conditioning, it should be in your lease whose responsibility that is.
For the roof, I recommend contacting your local housing authority. You can usually get it fixed, and then submit the bill in lieu of your rent. If the heating/air conditioning is his to take care of, do the same thing. |

Not sure what state you're in....but generally, if the apartment has the capability.....landlord has to keep it in working order...He doesn't have to INSTALL A/C, but if it's available in the apt....then he has to make sure it works...
Each state is different...some states allow the tenant to w/hold rent until it is FIXED, others absolutely do not....google your state and landlord/tenant laws....you'll find specifics on the landlord's responsibilities....there are always many responsibilities. |

Yes, In my state you can do a constructive evictiment. Pay your rent current and provide him with written notice and bail. He is still obligated to refund your deposit. Besides any rental property must be habitable or their is legal ramifications |

heat yes, air conditioning no, although if your lease stipulates that the premise is air conditioned, which i doubt, (leases are written for the landlord) you may be able to send a portion of the rent to an escrow account |

In most states yes. However it is up to you the consumer to check with the local housing commission and to report such neglect. Stick it to the man because he obviously doesn't mind sticking it to you! |

My first recommendation is to check your lease. If it is included in the rent, then yes. If it isn't listed, then unfortunately no. If it isn't, then withold your rent payment and formally write him a letter (certified mail) that you are refusing payment until XY and Z are fulfilled per the lease agreements. Sounds like a good reason to look into breaking the lease! |
