Your landlord is obligated to repair and maintain any heating there is in the house. He or she is also obligated to treat damp and mould as it's a health hazard, especially where a child is concerned. Contact your landlord and explain the problems, if he/she is non-responsive, contact the citizens advice bureau, they're excellent at helping out with these things.
It might also be a good idea to contact social services and get your name down on the council housing list.

Leeincog is in essence correct in what he says, so I do not understand the thumbs down!! The Landlord is not obligated to provide heating in the bathroom. Even with the damp the Landlord has no 'legal' obligation, although he probably has a moral duty to get it sorted. If you need confirmation ring the housing inspector within Environmental Health at your local Council.
The obvious answer is to move if you possibly can. |

UK Landlords are not required to install heating, though if there is heating installed they are required to maintain it at their own expense and repair it swiftly. Heating the bathroom is not considered important anyway, since you don't live all day in there, you just wash and come out!
Try putting a convector heater with a pullcord in there.
Mould in the bathroom is common due to heat and moisture. Redecorating should solve it, and landlords are not obliged to do this, it is down to the tenant.
If the mould is caused by any other problem, ie structural, or dampcourse problems, that IS his responsibility.
