Is it a brand new house? If so, probably not necessary. State laws may vary, but I bought my home in Texas without an inspection. There was a few things wrong, but nothing I couldn't fix or have fixed.
Have you given it a good look over? You should be able to see if any major items look damaged/unsafe. If in doubt (or you're not the handyman type) have an inspection.

Whether or not your lender requires a home inspection, you should have one done. The few hundred you pay for the inspection can save you thousands in the long run. Its always better to be safe then sorry!

Always. Even if it is new. I live in a house that was built in 2003. Although, ours is fine, our neighbour had major problems right from the beginning. Just because it is new, doesn't mean that it was built correctly. It is well worth the few hundred dollars for the inspection. If for nothing else than piece of mind!!

It is usually required by the lending agency. It they don't require it, or you are paying cash, it is a good idea unless the home is brand new. They find things like dry rot, faulty wiring etc. That can really come back and bite you latter.

The lender will require it so that they will know that the structure is sound and stable.

You will require it so that you will know that you are not buying someone else's problems. Hire the Inspector yourself and tell him that he is working for you and you want to know everything about this house. It's money well spent. For any problems that you do find, use those to decrease the price of the house.

In our state and any HUD (they have a form for disclosure of the requirement) related home sale requires the licensee to recommend that the buyer have the home inspected so there must be a real important reason for that. Here go see what the professionals say about that:

Yes, of course it is. If it is not the law in your city then you would have a problem. The home needs to be inspected, not only for safety issues but quality issues too. Or else, you would end up with a halfway cracked up house!

No, but you would be crazy not too. Have it inspected AND be there with the Home Inspector when he/she goes through the house. You will learn so much.

If you are a professional contractor and can check everything yourself, (plumbing issues, electrical, foundation, structural, roof etc) then you don't need one.
Otherwise if you buy without one, then later discover that the PVC plumbing is cracking, that some DYI person used the wrong size wire on additional electrical circuits (resulting in fire), that bathroom drains seals weren't maintained properly and you now have mold etc etc, you will have to pay for all the corrections yourself.
If you plan to save a few $$ and do it yourself, make sure you do a LOT of studying and get a comprehensive check list with instructions. Unless you are rich and don't care if there are thousands of $$ in repairs needed.
