Start low, they can only refuse and you can offer more. Personally, I'd go in at £170,000.

I would offer £185,00 subject to survey then after a survey (you must have one) see if anything comes up and you can negotiate further.

You need to have a valuation survey carried out to find out how much the property is actually worth and if any works are needed, if it is valued up at the full price then knock 5% off the asking price, they can either accept it or not but you can always make them another offer. Check to see how long the property has been on the market for as well as if it has been on for a long time then they are either not that desperate to sell it and will probably only sell it for the full asking price or they will be completely desperate to sell it and will accept your offer so they can move on.

In the market today I would offer 125,000 cash and they will accept because there are not many cash buyers out there and the IMF forecast is at least a 40% decline in prices.
They will save their mortgage payments by accepting your offer today !

With house prices falling and you having cash, after a valuation go in at 185K, you can always go up. With cash and no house to sell you should get a good deal.

Well you could get a valuation and see what the house is actually worth, then offer around £190,000, if they accept that then well done but dont go any higher than what the house is actulaly worth!!
